OBJECT

Sparked by a series of issues that arose in 2023 in Boulder County, Pro-RURAL Alliance formed as a grassroots effort to preserve the character and integrity of the region’s rural areas. The widespread concern from residents across the County underscored a shared interest—not only in those specific 2023 events but also in the broader challenges impacting unincorporated, recreational, and agricultural lands. Many community members struggled to find timely, accessible information about development proposals and policy decisions affecting these areas.

Pro-RURAL Alliance emerged in response to that need, with a mission to promote community awareness, foster effective public engagement, and build strong, mutually beneficial relationships with landowners, stakeholders, and County officials. The goal is to preserve and enhance Boulder County’s rural heritage through collaboration, transparency, and active citizen participation.

Protect Rural Gunbarrel (Stop79)

ISSUE

Developers submitted a Special Use Review for a land use change to build a Membership Club Tennis Facility at 5701 N. 79th St in Gunbarrel on January 16, 2024.

The proposed development consists of at least 26 tennis courts, 2 large bubble covers, a club house, 2 pools, septic fields and a detention pond. Each of the two 50 feet high inflatable bubble covers will be about the size of a football field, 4 stories tall and kept inflated 24/7 with 2 HVAC systems, air locks and pressurization units. The proposed development is located within an Area III-Rural Preservation, the highest level of land protection in the Boulder Valley Comprehensive Plan.

Twin Lakes Action Group

ISSUE

Twin Lakes Action Group came together to prevent the loss of 20 acres of undeveloped land at 6600 and 6655 Twin Lakes Road, located in Gunbarrel. If this land is annexed into the City of Boulder and the zoning changed to “mixed density residential”, up to 360 units could be developed on these 20 acres – similar to the recent development behind King Soopers in Gunbarrel.

This land shares borders with Boulder County Open Space (specifically Twin Lakes Open Space) and is currently used by the community as open space.

County Commissioners voted unanimously to table discussion of dissolution indefinitely.
